Legislative management shall contract with a consultant during the 2011-12 interim to study guardianship services for vulnerable adults in North Dakota.

Study must analyze the need for guardianship services, establishment of guardianships, petitioning and other associated costs, entities responsible for costs, and interactions between courts, counties, state agencies, and guardianship organizations.

Consultant shall provide periodic reports to legislative management with final report and recommendations due before June 1, 2012, which will be reported to the sixty-third legislative assembly.

Appropriates $64,000 from the general fund to the Department of Human Services for guardianship program enhancements for the biennium July 1, 2011 through June 30, 2013.

Appropriated funding is designated as one-time funding and not as base funding for the 2013-15 biennium.
