Amends section 54-53-02 of the North Dakota Century Code to modify the composition of the advisory transportation council serving the Upper Great Plains Transportation Institute.

Removes the North Dakota Farm Bureau from the council membership and adds the North Dakota Corn Council as a new member.

Council membership consists of one representative each from 19 organizations including chambers of commerce, state agencies, farm groups, industry associations, and local government entities.

Council members serve without compensation but may receive reimbursement for actual and necessary expenses if authorized by the institute director.

The council elects its own chairman, consults on transportation policy matters, and meets at the call of the chairman, director, or upon written request of three or more members.
