Amends the definition of "firearm" or "weapon" to exclude certain antique and muzzleloading firearms for felons not sentenced under section 12.1-32-09.1, including firearms manufactured before 1899, replicas of antique firearms using discontinued ammunition, and muzzleloading rifles or shotguns using black powder.

Creates a new petition process allowing individuals prohibited from possessing firearms due to felony convictions to petition the district court in their residential district for restoration of firearm rights.

Authorizes district courts to restore firearm possession rights upon clear and convincing evidence that the individual has paid all fines, completed all imprisonment terms, successfully completed probation or parole conditions, and demonstrates a record and reputation indicating they are unlikely to act dangerously toward others.

Passed the House with 76 yes votes and 17 no votes, and the Senate with 45 yes votes and no opposition.
