Amends the definition of home education to require that education be supervised by a parent "in the child's home" effective August 1, 2011.

Raises parental qualification requirements effective August 1, 2011 to require parents to be teacher-licensed, hold a baccalaureate degree, or pass a national teacher examination; parents with only a high school diploma must undergo two-year monitoring period.

Requires parents filing statements of intent for home education to submit child's immunization record and proof of identity, and mandates school superintendents report the number of filed statements to the superintendent of public instruction.

Changes monitoring and test administration notification requirements to include both individuals who monitor home education and those who administer standardized tests, effective August 1, 2011.

Modifies high school diploma requirements by reducing the minimum required coursework units from twenty-two to twenty-one units effective August 1, 2011, with increases to twenty-two units beginning with the 2010-11 school year.
