Amends subsections 4 and 5 of section 17-07-01 of the North Dakota Century Code regarding state energy policy development.

Requires the commission to meet at least four times per biennium and hold at least two public hearings per biennium where interested parties may present testimony on energy policy issues.

Shifts responsibility for developing the state's comprehensive energy policy from the commission to the legislative assembly.

Changes the commission's role from making changes to energy policy to making recommendations to the energy policy as needed.

Requires biennial reporting on progress toward energy policy goals to legislative management instead of the legislative council.
