Expands the definition of prohibited obstructions on section lines to include "traffic safety hazards" in addition to permanent obstructions, stones, trees, and rubbish within 33 feet of any section line or highway right of way.

Requires written permission from county commissioners or township supervisors before placing obstructions or traffic safety hazards, except where section lines have been closed or road construction is impracticable due to topography.

Exempts railroad companies from restrictions when performing maintenance and repair work on railroad track, crossings, or other railroad facilities.

Establishes removal procedures where county commissioners or township supervisors issue written orders to remove obstructions or traffic safety hazards, with responsible parties liable for removal costs if they fail to comply as soon as practical.

Permits fence construction along or across certain section lines without being considered obstructions, provided cattle guards are installed where fences cross active section lines, and damaging such fences constitutes an infraction.
