Creates a new nonresident senior citizen's small game hunting license for nonresidents age 55 or older, allowing them to hunt small game and waterfowl statewide for the length of applicable seasons.

Sets the fee for the nonresident senior citizen's small game hunting license at $170.

Amends section 20.1-03-07 to reference the new senior citizen license as an exception to nonresident hunting license requirements.

Amends section 20.1-03-07.1 to clarify that nonresidents may hunt cranes after obtaining either a nonresident waterfowl hunting license or a nonresident small game hunting license.
