Creates authority for North Dakota criminal justice agencies to establish policies and agreements to assist other agencies and temporarily exchange peace officers with other criminal justice agencies.

Allows criminal justice agencies to establish policies for assisting probation and parole officers supervising offenders in their jurisdiction.

Designates assistance provided by peace officers within agency policies as within their line of duty and course of employment.

Enables state or local criminal justice agencies to enter agreements with other states or political subdivisions for joint exercise of peace officer duties, requiring officers to be licensed under North Dakota law or certified by their home state.

Requires governing body approval from each criminal justice agency and legal sufficiency determination by the attorney general before interstate peace officer agreements become effective.
