Amends North Dakota Century Code section 23-15-01 to regulate retail fireworks sales during the period June 27 through July 5 to individuals at least 12 years of age with a valid retail license.

Specifies 10 categories of permitted fireworks with weight and dimension restrictions, including star lights (20 grams), helicopter flyers (20 grams), cylindrical fountains (75 grams), cone fountains (50 grams), wheels (60 grams per driver unit), illuminating torches (100 grams), sparklers (100 grams with chlorate limited to 5 grams), comets or shells (40 grams), soft shell firecrackers (50 milligrams), and whistles without report (40 grams).

Prohibits the sale of bottle rockets with outside diameter less than five-eighths inch (15.875 millimeters) or length less than three and one-half inches (88.9 millimeters).

Declares the act to be an emergency measure.
