Amends penalties for refusing to halt or fleeing from a peace officer when not operating a motor vehicle: class B misdemeanor for first or second offense, class A misdemeanor for subsequent offense.

Increases penalties for drivers fleeing from police in motor vehicles: class A misdemeanor for first offense, class C felony for subsequent offense within three years, and class C felony if fleeing after or during commission of a felony.

Establishes penalties for snowmobile operators fleeing from police: class B misdemeanor for first or second offense, class A misdemeanor for subsequent offense, with mandatory minimum fine of $500.

Defines valid law enforcement signals as visual or audible signals (hand, voice, emergency light, or siren) from appropriately marked official vehicles or uniformed officers displaying badges.
