Amends North Dakota Century Code section 14-05-24 to establish equitable distribution of property and debts in divorce proceedings.

Requires courts to compute the present value of social security benefits that would have been received by a party with a civil service retirement system or government pension (in lieu of social security) and subtract that amount from the government pension's value to determine the marital portion.

Applies only when one party is covered by a government pension system instead of social security and is not entitled to full social security benefits, while the other party is a social security recipient.

Allows courts to redistribute property and debts in postjudgment proceedings if a party failed to disclose property and debts or fails to comply with the terms of a court order.

Passed the House 94-0 and the Senate 45-0 with 2 absent.
