Authorizes the state health officer to appoint an emergency medical services and trauma medical director to provide medical oversight and consultation for the state's emergency medical services and trauma systems.

Requires the medical director to be a physician licensed in North Dakota and to be contracted and paid by the state department of health.

Appropriates $100,000 from the general fund for the biennium July 1, 2011 through June 30, 2013, allocated as: $20,000 for advanced trauma life support training, $30,000 for trauma designation site visits, and $50,000 for the contracted emergency medical services and trauma medical director position.

Passed the House with a vote of 85-9 and the Senate with a vote of 44-3.
