Amends North Dakota gaming law to include definitions and regulations for "paperless pull tabs" (electronic images of pull tabs) and "paperless pull tab devices" (fixed, nonmobile devices that electronically dispense and display paperless pull tabs and dispense paper cash-out slips).

Limits the maximum number of paperless pull tab devices per site to six devices.

Authorizes the commission to adopt rules regulating paperless pull tab devices, including quality standards and specifications for their manufacture and use.

Allows employees of alcoholic beverage establishments to provide limited assistance to licensed organizations in conducting games, including selling pull tabs through paperless pull tab devices.

Updates licensing and distribution requirements to include paperless pull tab devices alongside traditional gaming equipment, maintaining existing rules that manufacturers may only sell to licensed distributors and distributors may purchase used devices from licensed organizations.
