Creates a new section to chapter 26.1-36 of the North Dakota Century Code stating residents are not required to obtain or maintain individual health insurance coverage, except as required by court or Department of Human Services proceedings.

Prohibits the state from imposing penalties, assessments, fees, or fines on residents for failing to procure or obtain health insurance coverage.

Exempts individuals who voluntarily apply for state-administered Medicaid (title XIX) or Children's Health Insurance Program (title XXI) coverage from this requirement.

Exempts students required by institutions of higher education to obtain health insurance as a condition of enrollment.

Preserves individuals' rights to privately contract for health insurance coverage for family members or former family members.
