Amends North Dakota Century Code section 16.1-07-09 regarding the canvassing of mailed absentee ballots received after election day for congressional, state, county, city, and school district elections.

Allows ballots postmarked or officially marked on or before election day to be counted if received by the proper officer within two days after the election, rather than being rejected.

Requires ballots without a postmark or official marking to be received by mail within two days after the election to be canvassed and counted.

Permits absent voters to personally deliver ballots to the appropriate officer's office anytime before 5 p.m. on the day before the election.

Requires the forwarding officer to print the date of receipt on the envelope and mandates the canvassing board verify the voter's qualification, that they did not previously vote in that precinct on election day, and that signatures on the ballot application and voter's affidavit match before tallying the ballot.
