Increases North Dakota soybean districts from 8 to 12 beginning April 1, 2012, with specific county groupings for each district.

Changes soybean council membership from 8 to 12 producers, with one elected member from each district who must reside and produce in their represented district.

Establishes staggered initial terms for the 12 council members: one year for districts 1, 5, 7, and 9; two years for districts 2, 8, 10, and 12; three years for districts 3, 4, 6, and 11.

Restructures county representative elections to use mail-in ballots prepared by the council and sent to all producers of record, replacing in-person meetings held by county extension agents.

Allows district representative meetings to be held by conference call or electronic medium at the director's discretion, rather than requiring physical presence at a specific location within the district.
