Amends North Dakota Century Code section 5-02-06 to regulate presence of individuals under 21 years of age in alcoholic beverage establishments.

Permits minors to enter licensed premises if present to consume a meal at a table-service restaurant with an indoor grill and complete smoking ban on premises.

Allows minors employed as food servers, busboys, or musicians (ages 18-20) to work under direct supervision of someone 21 or older, with servers of beverages prohibited from mixing or dispensing alcohol.

Permits minors to enter as independent contractors, law enforcement officers, or for training/education/research purposes under supervision with prior local licensing authority notification.

Adds mitigation consideration for convictions when an underage person required medical assistance and defendant contacted emergency services within 12 hours of alcohol consumption.
