Amends North Dakota Century Code section 26.1-40-17 to establish rules for automobile liability coverage when vehicle owners loan, rent, or lease vehicles to other persons or organizations.

When the borrower, renter, or lessee has no other automobile insurance policy in force at the time of an accident, the vehicle owner's automobile policy extends coverage to the borrower, renter, or lessee.

When the borrower, renter, or lessee has another automobile insurance policy in force, the vehicle owner's policy becomes excess coverage only and is limited by the owner's policy terms, while the borrower's or renter's policy is primary.

Requires all conflicting policy provisions to be interpreted to comply with this statute.
