Allows cases to be transferred from municipal court to district court for trial only if the defendant requests in writing within twenty-eight days after arraignment and exercises the right to a jury trial.

Requires cases to be remanded back to municipal court if the defendant waives a jury trial after transfer, unless the defendant and prosecuting attorney agree jurisdiction should remain with the district court.

Authorizes the city, county, and state to contract for division of all fees, fines, costs, forfeitures, and other monetary collections from transferred cases, with payments made to city and county treasuries and state general fund at least quarterly.

Allows the city, county, and state to agree by contract on division of expenses including jury and witness expenses related to transferred cases.

Requires all fees, fines, costs, forfeitures, and monetary collections from transferred cases to be deposited in the state general fund if no contract exists between the city, county, and state.
