• Requires sponsoring committees for initiated measure petitions to submit contribution and expenditure disclosure statements when submitting signed petitions to the secretary of state, including names and addresses of contributors exceeding $100 in aggregate and total expenditures.

• Mandates that persons or measure committees soliciting or accepting contributions for statewide initiatives, referendums, or ballot measures file statements disclosing all contributors exceeding $100, including contributor names, addresses, amounts, and dates received, plus recipients of expenditures exceeding $100 in aggregate.

• Prohibits acceptance of contributions exceeding $100 from out-of-state persons or political committees unless accompanied by a certified statement listing each individual contributor exceeding $100, their occupation, employer, and principal place of business.

• Requires statements to be filed with the secretary of state no later than the twelfth day before an election (for activity through the twentieth day prior) and by January 31st of the following year for complete calendar-year statements, regardless of whether contributions were received.

• Mandates statements show gross totals of contributions and expenditures exceeding $100, gross totals of contributions and expenditures of $100 or less, and cash on hand at the start and close of the reporting period.
