Extends the moratorium on adding basic care beds to the state's licensed bed capacity from August 1, 2011, through July 31, 2013, with exceptions for conversions, transfers, and demonstrated need in underserved areas.

Allows nursing facilities to convert nursing facility beds to basic care beds and permits transfers of licensed bed capacity between entities, with a 48-month timeline for relicensing transferred beds.

Establishes limits on bed delicensing and reconfiguration, permitting facilities to delicense up to 25 percent of licensed capacity and hold delicensed beds for up to 24 months, with restrictions on reconversion between bed types.

Appropriates $546,786 from the health care trust fund and $679,193 from special federal and other funds to the Department of Human Services for nursing facility payments during the fiscal biennium July 1, 2011, through June 30, 2013.
