Amends North Dakota Century Code sections 29-04-02 and 29-04-03 to extend statute of limitations for felony and misdemeanor offenses under chapter 12.1-23 (theft and stolen property crimes)

Felony prosecutions for stolen property or services must be commenced within the later of three years from commission of the last act, three years from discovery of the stolen property, or three years from discovery of the loss

Misdemeanor prosecutions for stolen property or services must be commenced within the later of two years from commission of the last act, two years from discovery of the stolen property, or two years from discovery of the loss

Preserves existing three-year limit for other felonies and two-year limit for other misdemeanors and infractions
