Director shall issue enhanced operator's licenses, permits, or nondriver photo identification for an additional fifteen dollar fee with features approved by the U.S. Department of Homeland Security for entering the United States.

Enhanced licenses must denote citizenship and identity, include approved security features, and prevent counterfeiting and unauthorized disclosure of personal information.

Applicants must be at least sixteen years old, state residents, and U.S. citizens, and must present proof of legal name, citizenship, identity, date of birth, social security number, address, and photographic identity document.

Enhanced licenses may include radio frequency identification technology limited to a randomly assigned encrypted number containing only citizenship status information, not biometric data.

Applicants must sign acknowledgment of understanding the radio frequency technology use, and requiring use of enhanced licenses is a class B misdemeanor.
