Transfers foster care and subsidized adoption costs from county social service boards to the Department of Human Services effective August 1, 2011, with counties required to report property tax reductions resulting from this transfer.

Modifies county appropriation requirements to eliminate the 15 percent county cost-share for medical assistance related to therapeutic foster care services and removes county responsibility for family preservation services costs.

Designates foster care and subsidized adoption costs as state-funded programs (exceeding federal contributions) under section 50-09-27.

Repeals section 50-09-21.1 of the North Dakota Century Code related to foster care and subsidized adoption costs.

Requires the Department of Human Services to study and develop a plan during the 2011-12 interim for unifying all state and county social services programs into state-administered and state-funded programs, with findings due to legislative management by June 1, 2012.
