Amends North Dakota Century Code section 39-24.1-07 to establish graduated penalties for operating a snowmobile under the influence of alcohol or drugs within cities.

First offense within five years: infraction with minimum $250 fine and 60-day snowmobile operation prohibition during snowmobile season (December 1 through April 1).

Second offense within five years: infraction with minimum $350 fine and one-year operation prohibition from date of sentence.

Third offense within five years: class B misdemeanor with minimum $450 fine and two-year operation prohibition from date of sentence.

Cities may enact local ordinances with enhanced penalties, but are limited to a maximum penalty of class B misdemeanor.
