The Public Employees Retirement System Board must develop and implement a high-deductible health plan with health savings account as an alternative to the existing plan, available to state employees by January 1, 2012.

The board may offer the high-deductible plan to political subdivisions after June 30, 2013, with health savings account fees paid by employers.

For state employees, the difference between standard and high-deductible plan premiums must be deposited into health savings accounts; for political subdivision employees, the board deposits an amount equal to the difference between primary and high-deductible plan premiums.

New employees must be offered the opportunity to elect the high-deductible plan, and existing employees must have at least one open enrollment period each biennium to change coverage.

An appropriation of $91,000 is provided to the Public Employees Retirement System Board for implementation during the biennium beginning July 1, 2011, and ending June 30, 2013.
