Amends section 47-10.1-05 requiring entities prohibited from acquiring agricultural land to file annual reports with the agriculture commissioner by July 1st containing land descriptions, purchase prices, market values, and use information.

Requires the agriculture commissioner to monitor compliance with the chapter using all reports transmitted pursuant to the Agricultural Foreign Investment Disclosure Act of 1978 (7 U.S.C. 3501 et seq.).

Requires the agriculture commissioner to make information and reports available to the public.

Amends section 47-10.1-06 to make any person violating sections 47-10.1-01 through 47-10.1-05 guilty of a class A misdemeanor.
