Requires the state board of higher education to adopt a strategic planning process and provide an annual performance and accountability report on progress toward university system goals and objectives.

Mandates the report include data for the past three bienniums for each institution (including separate information for University of North Dakota school of medicine and health sciences, school of law, and aviation programs) covering resident and nonresident full-time equivalent students, general fund support per student, tuition and fee revenue per student, and cost of academic and nonacademic programs, with year-over-year percentage increases.

Requires reporting on net tuition and fees and state appropriations per degree and certificate awarded, total non-classroom instructor positions, average pay of non-classroom instructor positions with a listing of the 25 highest-paid positions, and a budget sustainability plan for the next two bienniums.

Requires the state board of higher education to report to the legislature during each regular legislative session regarding the status of higher education in the state.
