Contractors installing water-based fire protection systems must employ a full-time responsible managing employee certified at Level III or Level IV by the National Institute for Certification in Engineering Technologies in fire protection engineering technology, automatic sprinkler layout, or equivalent national certification.

The responsible managing employee must file required certification with the Secretary of State, who shall verify the certification.

Noncompliance with these requirements constitutes a fraudulent act.

Water-based fire protection systems are defined as overhead piping separate from domestic water systems, designed per fire protection engineering standards, supplied by acceptable water sources, and including wet pipe, dry pipe, foam water, preaction, deluge, standpipe, water spray, fire pump, and antifreeze systems.

The definition of contractor excludes employees working under contractor direction and local building officials, fire inspectors, or insurance inspectors acting in their official capacity.
