Amends section 4-09-10 of the North Dakota Century Code to add canola to the list of seeds requiring specific labeling information including commonly accepted name, variety, and percentage by weight.

Requires canola seed labels to include a statement certifying the seed meets North Dakota standards or equivalent standards of another state or province.

Removes the previous separate subsection requirement for canola certification statements by striking strikethrough text and consolidating canola labeling requirements into the general agricultural seed labeling section.

Repeals section 4.1-53-18 of the North Dakota Century Code (created by House Bill No. 1027) contingent on House Bill No. 1027 not becoming effective.

Maintains all existing agricultural seed labeling requirements including lot identification, origin, weed seed percentages, germination rates, treatment information, and disease test results.
