Reduces the administrative committee on veterans' affairs from 15 voting members to 9 voting members, with one member each from five specified veterans organizations and four additional veteran-qualified members appointed by the governor.

Establishes the veterans' home governing board with powers including annual performance evaluations of the administrator, strategic planning, and annual reporting to the governor and legislative management.

Provides governing board members compensation of $135 per day for official duties and reimbursement for travel, meals, and lodging expenses.
