Amends the definition of "locate" in North Dakota Century Code section 49-23-01(11) to clarify that it means an operator's markings of an underground facility showing the approximate horizontal location, including all lines, line direction, intersections, tees, and lateral facilities.

Amends the definition of "underground facility" in section 49-23-01(15) to include pipelines and cables and to specify substances conveyed including communications, data, electricity, power, television signals, heat, gas, oil, petroleum products, carbon dioxide, water, steam, sewage, and hazardous liquids.

Excludes privately owned and operated underground facilities that do not extend beyond the boundary of private property from the definition of "underground facility."
