Creates new prohibition on candidates using campaign contributions to pay rent or maintain a campaign office in their residence or an immediate family member's residence

Amends campaign contribution and expenditure reporting requirements to require candidates to report contributions in two categories: those exceeding $200 and those of $200 or less

Requires candidates to report all expenditures exceeding $200 with recipient name, mailing address, date of most recent expense, and purpose of disbursement

Maintains requirement that candidates file statements even if they receive no contributions over $200 during the reporting period

Requires reporting of cash on hand at the start and close of each reporting period
