Amends North Dakota Century Code section 28-05-07 to clarify that both civil and criminal actions can involve filing a notice of lis pendens affecting real property title.

Allows plaintiffs to file a notice of lis pendens at the time of filing the complaint or criminal information/indictment, or at any time afterwards.

Allows defendants to file a notice of lis pendens when setting up an affirmative claim for relief affecting real property title and demanding substantive relief.

Requires that in civil actions, the lis pendens notice must be followed by first publication of the summons or personal service on a defendant within 60 days of filing to be valid.
