Department of Human Services shall establish and operate a substance abuse services pilot voucher payment program for the biennium beginning July 1, 2011, and ending June 30, 2013.

The program allows beneficiaries to submit vouchers to their provider of choice for payment of substance abuse services, with the department developing service agreements with participating providers.

All gifts, grants, and donations received for the pilot program are appropriated and may be spent by the department for program costs during the 2011-13 biennium.

Department of Human Services must conduct a comprehensive review comparing costs of services provided through the voucher program to similar services provided during the 2011-13 biennium and analyzing effects on access to care and outcomes.

Department must report preliminary findings and recommendations for continuation or expansion of the voucher program to the legislative management prior to September 30, 2012.
