Amends North Dakota Century Code section 54-35-01 to modify the composition of the legislative management, which consists of majority and minority leaders plus 6 senators and 7 representatives chosen biennially.

Changes House appointment method so the majority leader appoints 4 members elected by the majority party and the minority leader appoints 3 members elected by the minority party, replacing the previous speaker-based appointment system.

Changes Senate appointment method so the majority leader appoints 4 members elected by the majority party and the minority leader appoints 2 members elected by the minority party, replacing the previous lieutenant governor-based appointment system.

Updates vacancy-filling procedures to reference "party" instead of "faction" when selecting replacements from the legislative assembly during non-session periods.

Declares the act an emergency measure; passed by House vote of 71-22-1 and Senate vote of 47-0-0.
