Creates new definitions for "Administrator" (including school district superintendents, principals, special education directors, and career/technical education directors) and "Profession of teaching" (teachers, counselors, librarians, curriculum directors, speech/language therapists, school psychologists, and special educators) in the teachers' fund for retirement code.

Modifies final average monthly salary calculation for Tier One members to use one thirty-sixth of highest annual salaries for any three years of service credit, and for Tier Two members or teachers who become administrators to use one sixtieth of highest annual salaries for any five years of service credit.

Allows Tier One members and Tier Two members or teaching-to-administrator career-changers to elect between two benefit calculation methods: using only their plan's salaries and service credit, or combining salaries and service credit from alternate retirement plans (public employees or highway patrolmen systems).

Applies the changes to salaries earned after June 30, 2011.
