Amends North Dakota Century Code sections regarding wholesale potato dealer licensing, labeling requirements, and phytosanitary certificates, with provisions taking effect contingent on whether House Bill No. 1027 becomes effective.

Requires wholesale potato dealer license applications to be signed under oath and notarized, include detailed financial statements and business information, and be accompanied by cash bonds, surety bonds, or irrevocable letters of credit.

Establishes that security bonds must protect potato producers in the state and cover faithful performance of dealer duties, compliance with laws, prompt payment in case of insolvency, and payment of financial obligations owed to producers.

Defines class A misdemeanor violations including false statements about potato grade or quality, contract breaches, failure to pay for potatoes, false market quotations, and receiving foreign potatoes while misrepresenting their origin, with civil penalties up to $500 per violation.

Authorizes the seed commissioner to investigate complaints, access facilities, suspend and revoke licenses after notice and hearing, and requires the attorney general or state's attorney to prosecute violations.
