Allows cities to adopt quiet zone ordinances under federal railroad administration guidelines to prohibit locomotive horns at crossings within designated quiet zones during regular conditions.

Permits locomotive engineers to sound horns at any crossing in emergency situations if necessary to prevent imminent injury, death, or property damage.
