Amends section 20.1-03-07.1 of the North Dakota Century Code regarding nonresident waterfowl hunting licenses with provisions effective through July 31, 2013 and after that date.

Removes the fourteen-day and two 7-day hunting period restrictions for nonresidents hunting Canada geese in Richland, Sargent, Benson, Ramsey, or Towner Counties during the early September Canada goose season, effective through July 31, 2013.

Requires the Game and Fish Department to conduct a study tracking the number of resident and nonresident goose hunters and the number of geese taken by county, with findings reported to legislative management by September 1, 2012.

Legislation expires July 31, 2013, after which the unrestricted hunting provision for the designated counties expires unless renewed.
