Changes the state engineer's authority from "shall" to "may" issue orders requiring removal of buildings, structures, boat docks, debris, or other manmade objects (except fences or corrals) that are or could be a menace to life, property, public health, or safety in navigable waters.

Requires that if an object is covered by flood insurance and deemed imminent menace, the state engineer cannot set a removal deadline before the property owner is eligible to receive flood insurance proceeds.

Establishes that when partially or completely submerged objects are involved, the responsible party is the current property owner or, if already submerged, the person who owned or controlled the property immediately before submersion.

Creates compensation entitlements for property owners who comply with state engineer removal orders if it later becomes known the object would not have actually become a menace, covering destroyed property value and reasonable compliance costs.

Declares the act an emergency measure.
