Prohibits the state building code and building codes adopted by cities, townships, and counties from requiring fire sprinkler installation in single family dwellings or residential buildings with no more than two dwelling units.

Requires state and local building codes to allow school portable classrooms to be constructed and inspected as temporary structures or permitted as permanent structures.

Specifies that foundation systems for portable classrooms must comply with manufacturer's engineering reports or structural engineer's reports.

Allows temporary electrical and plumbing installations for any structure as permitted by governmental entities and applicable codes.

Prohibits frost-free footing requirements for temporary structures meeting state building code standards unless an engineering report requires them.
