Amends North Dakota workers' compensation law to cover mental injuries from mental stimulus for first responders (law enforcement officers, firefighters, and emergency medical services personnel) when the condition is extraordinary and unusual compared to normal employment conditions and has medical causation.

Requires first responders to establish mental injury claims by a preponderance of evidence and excludes injuries resulting from routine personnel actions such as disciplinary actions, work evaluations, transfers, promotions, demotions, salary reviews, or terminations.

Maintains existing coverage for physical injuries caused by mental stimulus when unusual stress is at least 50 percent of the cause of the injury compared to all other contributing causes combined.

Excludes mental injuries from mental stimulus that do not meet the first responder criteria or are not otherwise covered under the bill's provisions.

Applies to injuries occurring on or after the effective date of the Act.
