County commissioners shall appoint county veterans' service officers on a full-time or part-time basis, with the prior advice of the commissioner of veterans' affairs and in accordance with veterans' preference.

The veterans' affairs commissioner shall work directly with county veterans' service officers and county boards of commissioners.

County veterans' service officers must attend training provided by the national association of county veterans' service officers, in addition to any other qualifications, training, certification, and accreditation required by the commissioner of veterans' affairs.

County veterans' service officers shall become acquainted with state and federal laws for returning servicemembers and actively cooperate with state and federal agencies to assist veterans in presenting claims and establishing their rights.

County veterans' service officers may not serve as conservators for individuals receiving benefits from veterans' affairs departments, except for spouses, immediate family members, or when appointed by the county under chapter 11-21.
