County commissioners may adopt mail ballot elections by resolution, allowing counties to conduct elections primarily through mail ballots.

Qualified electors can petition county commissioners to implement or discontinue mail ballot elections; a petition signed by at least 10 percent of qualified electors (based on the last governor election vote) triggers a ballot question at the next primary or general election.

Subsequent election methods are determined by majority vote of qualified county electors following the ballot question.

Mail ballot elections must include city elections administered by the county auditor and may include other elections by agreement with political subdivisions; at least one polling place must remain open on election day for in-person voting.

County auditor must maintain records of all mail ballots issued and provide election boards with lists of persons who applied for mail ballots; counties conducting mail ballot elections before August 1, 2011 may continue doing so.
