• Amends North Dakota Century Code section 39-21-44.1 to clarify that vehicles driven on highways must be constructed or loaded to prevent contents from dropping, sifting, leaking, or escaping, with exceptions for sand used for traction and water or substances used for road maintenance.

• Requires individuals operating vehicles with any load on highways to securely fasten the load and any covering to prevent the covering or load from becoming loose, detached, or hazardous to other highway users.

• Mandates that individuals transporting sand, gravel, aggregate, dirt, lime rock, silica, or similar materials must securely cover the cargo compartment if the vertical distance from the top of the exterior wall to the load is less than six inches (15.24 centimeters) or if the horizontal distance is less than two feet (60.96 centimeters).
