Permits use of artificial light with a power source not exceeding six volts while hunting afoot for raccoon or beaver during open season, with red or amber filter required except when taking a treed or bayed raccoon.

Restricts firearms used with flashlight (not over six volts) for taking raccoon or beaver to .22 caliber long rifle or smaller rifles/handguns, and shotguns no larger than four-ten gauge.

Establishes class 1 noncriminal offense penalty for violating firearm restrictions when hunting raccoon or beaver with flashlight.

Allows use of flashlight with power source not exceeding six volts to take raccoon or beaver as exception to prohibition on shining areas frequented by big game animals between sunset and sunrise.
