Amends North Dakota law to establish two classes of concealed weapons permits (Class 1 and Class 2) with different age requirements and training standards.

Class 1 license requires applicants to be at least 21 years old, complete classroom instruction on weapon safety and deadly force law, pass an open book test, demonstrate firearm familiarity, and complete a shooting proficiency exercise.

Class 2 license requires applicants to be at least 18 years old and pass the open book test only, with no additional testing required for renewal.

Increases license validity period from 3 years to 5 years after June 30, 2011, and sets the license fee at $45 credited to the attorney general's operating fund.

Adds eligibility restrictions for Class 1 licenses after June 30, 2011, including prohibitions on convictions for felonies, crimes of violence, alcohol-related offenses, drug offenses, moral turpitude, and domestic violence.
