Appropriates $14,000,000 from the permanent oil tax trust fund to the superintendent of public instruction for school district critical needs construction and renovation grants for the biennium July 1, 2011 through June 30, 2013

Eligible school districts must be located in the northwest quadrant of the state and enroll more than 2,200 students in kindergarten through grade twelve

Eligible districts must demonstrate unprecedented student population growth due to proximity to oil-producing regions, including a five-year K-6 enrollment increase exceeding 30 percent and projected ten-year increase exceeding 50 percent

Eligible districts must have completed a formal study and approved a master plan identifying ongoing capital construction needs

Eligible districts must demonstrate that without the grant, their ability to provide quality education and related services to students could be jeopardized
