Defines "bullying" as conduct occurring in schools or school-sponsored activities that is severe, pervasive, or objectively offensive and substantially interferes with educational opportunities, places students in fear of harm or property damage, or disrupts school operations; includes electronic media and technology-based conduct.

Requires each school district to adopt a bullying prevention policy by July 1, 2012, that includes reporting procedures, investigation timelines, disciplinary measures, law enforcement notification protocols, victim protection strategies, and consequences for false accusations.

Mandates school districts provide bullying prevention programs to all students from kindergarten through grade twelve and include bullying prevention information in professional development activities for staff, volunteers, and nonlicensed personnel.

Prohibits students from engaging in bullying or retaliation against bullying victims, witnesses, reporters, or individuals who provide information about alleged bullying incidents.

Provides immunity from civil and criminal liability to school districts and employees who implement and substantially comply with required bullying policies, and to individuals who report bullying incidents in good faith.
